Hourly Rate:  $27.81

The Town of Montville has an immediate opening for a full-time, Assessor Clerk in our Finance Department. The Assessor Clerk III is a supporting role, and performs administrative and technical field work in assisting the Assessor in performing all the activities of the Assessor’s office in a responsible and confidential manner.

 

EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES

 

Assists in classifying, summarizing, and recording all assessment and administrative transactions in the Town's appraisal and administrative computer systems.

 

Utilizes a CAMA system for logging, filing and inputting data into the appraisal and administrative computer systems.  Utilizes word processing, database and/or spreadsheet software.

 

Assists the Assessor in 1) revising records relating to taxpayer’s addresses and property ownership and 2) administering the elderly tax-relief programs. 

 

Performs general administrative duties.  Provides information to other members of the public, attorneys, and Town Departments.  Responds to general information inquiries and complaints, directing unusual inquiries and/or concerns to the appropriate official.  Receives and screens telephone calls in a polite and knowledgeable manner.  Greets visitors and determines the nature and purpose of the visit. Takes accurate messages, as needed.

 

Works with the Department of Motor Vehicles (DMV) computerized system and, as such, must be highly ethical and able to maintain strict confidentiality.

 

Reviews and records authorized tax exemptions. 

 

Receives applications for the elderly homeowner’s program and other programs for an exemption program and/or tax credit.

 

Participates in professional organizations to remain current in the assessment profession. 

 

Regular attendance is a requirement of this position.

 

OTHER JOB FUNCTIONS

 

Cross-trained to assist in the Tax Collector’s office.

 

Performs related work as required.

 

QUALIFICATIONS

 

Education and Experience:

 

Graduation from high school or GED equivalent plus one (1) years progressively responsible experience in office administration.

 

Knowledge, Skills and Abilities

 

Ability to balance a spread sheet and knowledge of how to prepare and detect errors.  Ability to use a calculator proficiently.

 

Skilled in operation of the following tools and equipment:  Tape measure, personal computer, calculator, phone, copy machine, fax, scanner, and computerized property appraisal system.

 

Ability to complete forms neatly and to compile results.  Ability to type proficiently.

 

Ability to answer a phone in a professional manner and how to transfer a call to the

applicable area. ·

 

Ability to communicate effectively verbally and in writing;

 

Ability to work accurately with names, numbers, colors, codes and/or symbols. 

 

Ability to 1) perform multiple tasks with interruptions, 2) perform duties promptly with attention to detail and accuracy, 3) learn the special laws and regulations pertaining to assigned work, 4) prioritize and organize work, and 5) organize and express thoughts and ideas through written and oral communication.

 

Ability to maintain confidentiality.  Ability to carry out all responsibilities of the job independently and without supervision.  Ability to adjust quickly to changing priorities in a sometimes stressful environment.

Ability to establish and maintain effective working relationships with State and Federal officers, town officials, public officials, residents, the general public, other departments and agencies, and co-workers. 

 

License or Certification:

 

Valid state driver's license

 

PHYSICAL DEMANDS

 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job, with or without reasonable accommodations.

While performing the duties of this job the employee is regularly required to: speak; hear; sit; walk; and stand.  The employee must have the ability to routinely use hands, fingers and wrists for repetitive motion; to use hands to finger, handle, feel or operate equipment, objects, tools, or controls; and reach with hands and arms; drive, get in and out of vehicles; tolerate exposure to environmental allergens. The employee is occasionally required to: climb steep terrain or stairs to various levels; bend, twist; stoop; kneel; crouch or crawl. The employee must regularly lift and/or move up to 15 pounds and occasionally lift and/or move up to 25 pounds. 

 

Hand-eye coordination is necessary to operate computers and various pieces of office equipment.  The employee must be able to hear normal sounds with the presence of background noise, as in hearing using a telephone.  The noise level in the work environment ranges from usually quiet to moderate in the office and moderate to loud in the field. Close vision and distance vision acuity required.

 

While performing the duties of this job, the employee works in both an office setting and outside.  Outdoor work is required during the inspection of various properties and land developments, i.e., construction sites.  When working outside the employee may be exposed to wet and/or humid conditions, extreme cold, extreme heat, rain, snow or fumes or airborne particles any of which may cause marked bodily discomfort.  In addition, the employee may be exposed to toxic or caustic chemicals, risk of electrical shock and vibration.  The employee may work near moving mechanical parts and in precarious places.
